Abstract This article approaches the projects for the country idealized by two authors/political agents between the end of the nineteenth century and the first decades of the twentieth century: Rui Barbosa, exponent of liberal thinking; and Alberto Torres, recognized as the mentor of authoritarian thinking in Brazil. The text is divided into three sections: the first presents in a succinct way the authors’ view on Brazil in more general terms, considering the historical context and the position occupied by each one; the second discusses the vision of each one on the economic situation and their respective proposals for the country, focusing the analysis on the agrarianism x industrialism debate; the third brings a more direct comparison between the two authors, going beyond the labels liberal and authoritarian, or idealist and realistic. authorspolitical authors political Barbosa Torres sections terms debate realistic

RESUMO Três momentos decisivos das relações entre Estado e sociedade no pensamento social e político são abordados: no Império, o debate entre Tavares Bastos e o Visconde do Uruguai; na Primeira República, Oliveira Vianna é o autor central; na transição da ditadura civil-militar de 1964-1985 para a democracia, Raymundo Faoro e Florestan Fernandes são incontornáveis. Se no primeiro momento o debate sobre centralização e descentralização política concentra os interesses, no segundo a questão da adequação das instituições políticas à sociedade é o grande tema; mas, já no terceiro momento, o enfrentamento do problema da democracia nas relações entre Estado e sociedade não poderia ser mais adiado. Traçando esse histórico, no Bicentenário da Independência, queremos repensar impasses dessas relações que permanecem em aberto no presente.

ABSTRACT Three decisive moments in the relations between State and society in social and political thought are discussed: the Empire, with the debate between Tavares Bastos and the Viscount of Uruguay; the First Republic, when Oliveira Vianna is the central author; and the transition from the civil-military dictatorship of 1964-1985 to democracy, where Raymundo Faoro and Florestan Fernandes are inescapable. If in the first moment the debate about political centralization and decentralization concentrates various ongoing interests, in the second the question of the adequacy of political institutions to society is the main theme; and in the third moment confronting the problem of democracy in the relations between State and society could no longer be postponed. By outlining this historical framework on the Bicentennial of Independence, we want to rethink the deadlocks in the relations between State and society that remain relevant in the present.

Em 1889, patrocinada pelo governo do Império e organizada por Francisco J. de Santa-Anna Nery para a Exposição Universal de Paris, era publicada a obra Le Brésil en 1889. O livro tinha como objetivo exaltar o Império do Brasil, fazendo um balanço dos "progressos" vividos pela monarquia nas últimas décadas - dentre os quais se destacava a abolição da escravidão. Entre seus autores estão alguns nomes importantes da elite política e intelectual brasileira desse período, como Rio Branco, André Rebouças e Eduardo Prado. Nosso objetivo é analisar os textos dos autores da coletânea sob a dupla perspectiva da modernização econômico-social e da questão da formação do povo brasileiro. Trata-se de verificar como esses temas foram tratados numa obra desenvolvida para "consumo externo". Enfim, que imagem de Brasil se projetava - oficialmente - em 1889, finda a escravidão e às vésperas da República.

Le Brésil en 1889 is a publication organized by Francisco J. de Santa-Anna Nery, and sponsored by the Brazilian imperial government, for the Paris Universal Exposition of 1889. Its main purpose was to highlight the recent achievements of the Brazilian Monarchy, especially the abolition of slavery, for a foreign audience. Among its contributors were some of the most important intellectuals and politicians from that time, such as Rio Branco, André Rebouças and Eduardo Prado. This article goal is to analyze their essays, particularly how they have portrayed the issues of socialeconomic modernization and the formation of Brazilian people. We are interested in the kind of image that Brazil was - officially - trying to project in 1889, after the abolition and just before the proclamation of the Republic.
